Customs Broker Licenses in Canada

The Canada Border Services Agency (CBSA) mandates and is responsible for the licensing of all Canadian customs brokers. Only licensed customs brokers can account for goods and pay duties under Section 32 of the Customs Act.

As of April 1, 2024, a single national license is valid at all customs offices in Canada. Existing licenses remain valid until the new national license certificate is replaced, which should be received within 90 business days from April 1, 2024. The annual fee for a national license is CAD $600, and the financial security requirement remains CAD $50,000.

How do Customs Brokers Work With Importers and Exporters?

Importers can choose to handle their own release and accounting documentation, but many prefer to provide written authorization for a customs broker to conduct the following customs activities on their behalf:

  • Registering for a Business Number (BN) or Importer/Exporter Account
  • Preparing release (interim accounting) documentation
  • Assisting in cases involving the Special Import Measures Act (SIMA)
  • Submitting refund/adjustment requests (B2)
  • Paying taxes and duties to Canada’s Receiver General 

 

This arrangement allows brokers to manage the detailed paperwork and ensure compliance with CBSA regulations. That said, importers remain ultimately responsible for the accuracy of all documentation, payment of duties and taxes, and any necessary corrections, such as re-determination of classification, origin, and valuation. Brokers must also provide clients with copies of customs accounting documents for each transaction and promptly account for any funds received from or on behalf of their clients.
