Canada Border Services Agency (CBSA) has implemented new rules under the CARM (CBSA Assessment and Revenue Management) program. In order for your commercial shipments to be released without delays, you must be enrolled in the RPP (Release Prior to Payment) program via the CARM Client Portal.

 

What happens if you don’t enroll?


Your shipments will be held at the border until duties and taxes are paid in advance—causing costly and unnecessary delays.

 

**Please note this is for commercial importers only. Personal/Casual importers are exempt from this step.

 

✅ Here’s how to enroll in RPP:

  1. Log in to the CARM Client Portal:
    https://ccp-pcc.cbsa-asfc.cloud-nuage.canada.ca/en/home

  2. Select Accounts and profiles
    From the dashboard, click “Accounts and profiles”

 

3. Navigate to “Program account profile”
Click on the programs accounts profile under “services and information”

 

 

4. Select Sub Programs
Click on the “sub programs” tab below program account profile

 

 

5. Select enroll in a sub program
Click on dark blue “enroll in a sub program” button

 

 

6. Select release prior to payment
Click the release prior to payment (RPP) radio button and then click “enrol in sub-program”

 

 

7. Confirm enrolment
Make sure your sub-program type is listed after you have enrolled
